Oregon EV Charging Station Incentives

The state of Oregon is committed to Zero Emission Vehicle adoption to reach its climate goals. Moving to cleaner, alternative fuel transportation options will help the state make progress towards reducing greenhouse gases. The Oregon Department of Energy (ODOE) monitors the state’s ZEV goals. By 2025, their adoption target is 250,000 ZEVs on Oregon roads. 

The incentive and rebate programs in Oregon support the adoption of electrical vehicles and EV charging stations across the state. See below for a comprehensive list of programs.

Oregon Clean Vehicle Rebate Program

The Oregon Department of Environmental Quality’s programs include savings of up to $7,500 on the purchase or lease of qualifying EVs. There are three options for cash rebates:

  • Standard Rebate: offered to Oregon residents, businesses, non-profits and government agencies
  • $750 for zero emission motorcycles
    • $1,500 for battery under 10 kWH
    • $2,500 for battery of 10 kWh or more
  • Charge Ahead Rebate: offered to Oregon residents and non-profits that are low-to moderate-income service providers
    • $2,500 for vehicles purchased or leased before Jan. 1, 2022
    • $5,000 for vehicles purchased or leased on or after Jan. 1, 2022
  • Standard and Charge Ahead Rebate: offered to Oregon residents and non-profits that are low-to moderate-income service providers
    • Vehicles purchased or leased before Jan. 1, 2022
      • $4,000 for battery under 10 kWH
      • $5,000 for battery of 10 kWh or more

Utility Rebates

Central Electric Cooperative, Inc. 

Central Electric customers can receive rebates of up to $50 per EV registered in the Co-op’s territory, $150 for any Level 2 charger, and $450 for the purchase and installation of a BPA Qualified Level 2 charger. Learn more on the program here. 

Central Lincoln PUD 

Central Lincoln offers its residential, commercial, and industrial customers a $250 rebate for the purchase of a Level 2 electric vehicle charger. Learn more here. 

City of Ashland 

Qualifying new or used battery electric vehicles are eligible for a $1,500 incentive. Through their commercial charging incentive, businesses in Ashland can receive rebates of up to $2,500 for the installation of Level 2 chargers. Learn more here. 

Columbia River PUD

$250 rebates are offered for qualified Level 2 EV chargers. Learn more here.

Consumers Power Inc. (CPI) – Commercial Electric Vehicle Grant 

CPI offers its commercial customers 50% of project costs up to $5,000 per unit for the purchase of Level 2 EVSE and 50% of projects costs up to $20,000 for the purchase of DCFC EVSE. Learn more about the program here.  

Residential customers can also receive a $200 rebate for the installation of Level 2 EVSE.

Emerald People’s Utility District (EPUD)

EPUD customers can receive a $100 incentive for registered EVs.

Eugene Water & Electric Board (EWEB)

EWEB offers a $500 Smart Charge Rebate to its residential customers for Level 2 home charging stations and $1,500 to its commercial customers for purchasing a qualifying Level 2 charger. Multifamily affordable housing sites may qualify for a $2,000 rebate per station. The rebate is up to 50% of the EVSE hardware and installation costs.

Commercial customers installing new single-port DCFC stations may qualify for a $10,000 rebate per station. Multi-port DCFC public stations may qualify for a $15,000 rebate per station. The rebate is up to 50% of the EVSE hardware and installation costs. Learn more here. 

Midstate Electric Cooperative

Midstate Electric members can complete a survey for a $100 incentive for their registered EV.

Northern Wasco County PUD

$250 Level 2 charger rebates are offered for EV chargers within Northern Wasco County PUD’s service territory. 

Portland General Electric (PGE)

PGE offers residential customers a rebate of up to $500 for the purchase of a Level 2 home charger. Income-eligible installation rebates are offered for up to $1,000. Learn more here.  

The PGE Business EV Charging Pilot Program offers rebates of $1,000 per port for qualified Level 2 EV chargers for non-residential customers. Income-eligible multifamily properties may receive up to $2,300 per port.

Springfield Utility Board

$500 rebates are offered for qualified Level 2 chargers. Learn more here.

Tillamook PUD

$250 residential rebates and $500 commercial rebates are offered for the installation of qualified Level 2 chargers in Tillamook PUD service territory.
