Vermont EV Charging Station Incentives

It fits that Vermont EV charging station incentives are a long list. Vermont is #1 in the nation for the number of electric vehicle charging stations per capita, with 114 public charging stations per 100,000 people. The state is committed to building up its charging station network and EVs on the road – the number of registered EVs in Vermont increased from about 4,360 in 2020 to 6,585 in 2021.
In June of 2021, the state allocated $2.7 million for additional incentive funding and $481,000 remains. Below, find a comprehensive list of the EV charging station incentive programs in Vermont.
State
Electric Vehicle (EV) Incentive – Vermont Agency of Transportation
The Vermont Agency of Transportation provides incentives for the purchase or lease of a new EV with a base manufacturer’s suggested retail price of $40,000 or less for low and moderate income residents. See the chart below for state incentive amounts.
Alternative Fueling Infrastructure Incentive
The Vermont State Infrastructure Bank (SIB) provides loan assistance to municipalities, regional development corporations, political subdivisions of the state, and private companies working for the state to finance public electric vehicle charging and natural gas fueling stations. They offer 1% fixed loans up to $100,000 to municipalities, non-profits, and private sector borrowers.
Multi-Unit Dwelling Electric Vehicle Charging Grant – State of Vermont Agency of Commerce and Community Development
*Applications were due April 1, 2022. This grant program provides up to $1 million for the installation of EV charging stations at multi-unit dwellings. The grants are up to $80,000 per site and $300,000 per applicant will be awarded, with priority grant awards given to affordable housing. Learn more about the program here.
Utilities
Electric Vehicle (EV) Incentives – Burlington Electric Department (BED)
BED offers rebates of $2,300 towards the purchase of new EVs and $2,000 towards the purchase of plug-in hybrid electric vehicles (PHEV). An additional $600 is available for moderate income customers buying an EV or $300 for a PHEV. Vehicles must have a manufacturer’s suggested retail price that is less than or equal to $50,000. For residential chargers, incentives are $900 for new EVs and $700 for PHEVs. Learn more here.
Electric Vehicle (EV) Rebates – Green Mountain Power (GMP)
GMP offers free Level 2 chargers for their residential customers enrolled in their Home Charging Program. They also provide residential and business customers rebates of $1,500 for the purchase of new EVs, $1,000 for new PHEVs, $750 for used EVs and $500 for electric motorcycles. Low and moderate household incomes are eligible for an additional $1,000 rebate. EVs must have a manufacturer’s suggested retail price less than or equal to $60,000.
They also offer business customers a $750 incentive for Level 2 EV charging stations. Read more about GMP’s incentives here.
Electric Vehicle (EV) Rebate – Stowe Electric
Stowe Electric offers customers rebates of $1,000 for the purchase of new EVs, $750 for new PHEVs, $400 for used EVs and $300 for used PHEVs. Low and moderate household incomes are eligible for an additional $250 rebate. EVs must have a manufacturer’s suggested retail price less than or equal to $60,000. Read more here.
Plug-In Electric Vehicle Credit – Vermont Electric Co-op (VEC)
VEC offers its residential customers a $250 bill credit for the purchase of a new or used PHEV and a $500 bill credit for the purchase of a new or used EV. For leases, $50/year bill credits are available for PHEVs and $100/year for EVs. They also offer a $250 bill credit for home Level 2 chargers.
For Level 2 and 3 public charging stations, VEC offers a $500 bill credit per connector, up to $2,000. Learn more here.
Plug-In Electric Vehicle and Off-Road Equipment Rebates – Vermont Public Power Supply Authority (VPPSA)
VPPSA offers its customers $1,000 for the purchase of a new EV, $500 for the purchase of a new PHEV, $500 for pre-owned EVs and $250 for pre-owned PHEVs. Low-income customers may receive an additional $400 rebate for new EVs or PHEVs. Level 2 chargers installed for workplace or public use are eligible for a $500 rebate. Additional rebates are offered for electric forklifts, residential and commercial lawn mowers and other yard care equipment.
